1.3. BUSSED PRIMARY EDUCATION

Bussed education was implemented in order to provide an opportunity for better quality education and to provide equal opportunities to the students who had been attending multi-grade schools in slightly and sparsely populated areas or where there are no schools. The students are transported by bus to the center with school every day in this system.

Provincial directorates of national education plan bussing system; which schools shall be selected and which locations shall be covered, in accordance with the provisions of “Regulation on Bussed Primary Education” and notify the Ministry about the needed allocation of funds.

1.3.1. Properties of Primary Education Schools used as Center in Bussed System

In selection of central primary education schools;

  • It should have a more central location compared to locations and schools that shall be subject to bussed education,
  • It should have at least eight classrooms or its physical capacity shall be suitable for compulsory eight-year primary education,
  • The settlement unit where the central primary education school is located shall have access to surrounding villages and shall be developing with an increasing population,
  • It shall have sufficient teachers and teaching material,
  • It shall have suitable conditions for social and cultural activities

1.3.2. Properties of the School and Settlement Subject to Bussed Education

In selection of the school or settlement area with students subject to bussed primary education, the following conditions shall be fulfilled.

  • Primarily, the students to be placed in YİBO and PİOs shall be determined, students with unsuitable transportation conditions shall also be placed in these schools and bussing capacity shall be planned after the boarding capacity is filled up,
  • If there is no school at villages and sub-village settlement areas,
  • If the school building is highly damaged by natural disaster or other reasons,
  • Total number of students at 1-3. grades is less than 15,
  • The number of classrooms at villages and sub-village units in the primary education school for 4-8. Grades is not sufficient and the total number of students in these grades is not less than 60,
  • The school and settlement area that shall be subject to bussed education shall be at least 2,5 kms. away from the central primary education school,
  • The bussed students shall live outside the municipal area or if inside, shall be at least 2,5 kms. away from the central primary education school with the approval of the provincial national education directorate

In accordance with Law No: 4306, extension of bussed education for students in 6-8. Grades and providing of compulsory primary education for the population of this age were decided. In order to attain rapid development in enrolment of children at the age of compulsory education, to extend this implementation by increasing the number of schools to be used as center for bussed education throughout Turkey has gained importance.

As in 1999-2000 academic year, in this academic year the lunch for students within bussed education shall be provided by the state. With the Social Support Project, the clothes, course and stationery materials of children from low-income families at the age of primary education shall be continued to be provided by the state.

In 2000-2001 academic year; Ağrı, Bingöl, Muş, Siirt and Tunceli were not subject to bussed primary education and the transportation costs in Şırnak were paid by GAP Administration.
