REPORT OF THE
DEPUTY MINISTERS/ CHIEF EXECUTIVES
OF THE MINISTERS OF EDUCATION
OF THE BSEC MEMBER STATES

Istanbul, 27-28 August 2007

1. The Meeting of the Undersecretaries/ Deputy Ministers/ Chief Executives of the Ministers of Education of the BSEC Member States was held in Istanbul, at the BSEC Headquarters, on 27-28 August 2007.

2. The Meeting was attended by the representatives of the following BSEC Member States:

  • Republic of Armenia
  • Republic of Azerbaijan
  • Republic of Bulgaria
  • Georgia
  • Hellenic Republic
  • Romania
  • Russian Federation
  • Republic of Turkey

3. The representatives of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) and the BSEC Business Council (BSEC BC) and the United Nations Development Programme (UNDP) also participated in the Meeting.

The list of participants of the Meeting is attached as Annex 2.

4. H.E. Assoc. Prof. Hüseyin ÇELİK, Minister of National Education of the Republic of Turkey addressed the Participants of the Meeting.

5. Ambassador Andrey URNOV, Deputy Secretary General of BSEC PERMIS welcomed the Participants of the Meeting.

6. The Meeting was chaired by Mr. Mehmet TEMEL, Acting Undersecretary of the Ministry of National Education of the Republic of Turkey.

7. Mr. Mehmet TEMEL made a presentation on “New Millennium Education and Training in BSEC Sphere”.

8. The discussion was focused on the items:

  • Cooperation in Higher Education and University Research Among BSEC Countries;
  • Life Long Learning – from early childhood through adulthood;
  • Information and Communication Technologies (ICT) in Education;
  • Equitable Access to Quality Education at All Levels.

9. The representatives of the BSEC Member States presented information on the state of affairs in the above-mentioned fields of education in their respective countries, cited the examples of their best practices and projects, informed about the international cooperation carried out.

10. The Participants of the Meeting adopted the Statement of the Participants
of the Meeting of the Undersecretaries and the Heads of Delegations of the Ministries of Education of the BSEC Member States. The Statement as adopted is attached as Annex II.

11 .The Delegations expressed deep gratitude to the Ministry of National Education of the Republic of Turkey for the warm hospitality extended to the delegations. They thanked the Ministry and BSEC PERMIS for the excellent organization of the Meeting.
