4.3. DISTANCE EDUCATION
Distance education is provided to give equal opportunities to every citizen,
and to support the education given in primary and secondary education institutions.
Distance education includes open primary schools (AÖİ) and open high school
(AÖL) and vocational and technical open education schools.
4.3.1 Open Primary Schools
The practice of open primary schools has begun with the implementation of
eight years of uninterrupted compulsory primary education. Open primary
schools have been established so that the citizens living in and outside
the country and who have completed primary school but have not attended
secondary school for some reason can complete the eight years of primary
education through the distance education system.
4.3.2. Open Education High Schools
Open education high schools render services to students who cannot attend
formal education because of some reason, who are past the age of formal
education and who wish to be transferred to open education high school while
attending a formal high school. In the academic year 2000-2001, 495.800
students, of which 94.384 are new enrolments, are being educated in open
education high schools.
4.3.3. Vocational and Technical Open Education High Schools
Vocational and technical open education high schools are vocational and
technical education institutions which aim to give, through distant, and
if required, one-to-one education programs, education opportunities to
people who have completed primary education but have not received vocational
training for some reason; and to teach vocational knowledge and skills
to those who cannot attend a higher education institution. In the academic
year 2000-2001, 77.186 students, of which 30.748 are new enrolments, are
being educated in vocational and technical open education high schools.
In the academic year 2000-2001;
The number of students in open primary education programs is 219.700.
The total number of students in open education high schools is 495.800,
of which 418.700 are in general secondary education program and 77.200
are in vocational open education programs.
77.200 students are in vocational and technical open education programs;
52.3% are in industrial vocational schools,
15.0% are in vocational high schools for girls,
25.8% are in vocational high schools for trade and
7.3% are in religious high schools.

5. EDUCATION ABROAD
5.1. STUDENTS EDUCATED AND TEACHERS EMPLOYED ABROAD
For the cultural exchange programs organized on the basis of bilateral
cultural agreements to which our country is a party, work is performed
according to the requirements under the coordination of the Ministry
of Foreign Affairs. As required by the cultural exchange programs, the
Ministry of Education holds combined meetings of education experts where
education-learning problems and related solutions are discussed for
the children of citizens living abroad.
In the academic year 2000-2001;
856.000 students were being educated, of which 88.000 are in Pre-primary
education, 497.300 in primary education, 40.000 in Special education,
and 111.200 in vocational education.
Of the Turkish students attending formal education institutions abroad,
10% were in Pre-primary education, 58% in primary education, 14% in secondary
education, 5% in Special education schools and 13% in vocational education.
Distribution among countries of the students attending formal education
institutions abroad; USA 1%, Germany 60%, the Netherlands 9%, Belgium,
4%, France 12%, Austria 4%, Switzerland 3%, Denmark 2%, Sweden 1%, England
1%, Australia 2% and Georgia, Egypt and Saudi Arabia 1%.
5.1.1. Efforts Directed to Students Abroad
A large part of our citizens abroad resides in Germany, and about 500.000
Turkish children are being educated there. Education is the biggest problem
of the Turkish community living in Germany. The basic reason for this
problem is that parents do not adequately care for their children's education.
Considering that education starts in the family, families need to be given
the awareness to direct their children to education. Through our representatives
and teachers abroad, families are contacted in relation to that issue,
and various campaigns are organized to reach a larger number of people.
The Ministry of National Education and the Ministry of Education in the
State of Bavaria have prepared an invitation for the parents in relation
to the education of their children living in Germany.
Efforts are made to see to it that Turkish Language and Turkish Culture
courses are given in the morning hours, and that the exam marks are
reflected in the report, and that Religion and Ethics courses are given
by Turkish Language and Turkish Culture teachers and not by religious
personnel. It has been decided that, starting from the academic year
2001-2002, and covering 4 pilot schools in Bavaria, Turkish children
living in Bavaria shall be given religious courses, temporarily in German,
by German-speaking class teachers appointed by the Ministry of National
Education.
In our country, there are 31 Anatolia High Schools giving education
in German. In sixteen of these schools, German teachers are employed
as per theAddendum to the Cultural Agreement between Turkey and Germany
dated 26.05.1986. Also, students who return to their
country while attending schools abroad may continue their education
in the 32 Anatolian High Schools providing education in German, if they
can prove the equivalence of their education. The practice of "partner
schools" is continuing between schools in our country and those
in Germany, and for the children of our citizens working abroad, quotas
are defined in our schools with pensions, providing paid accommodation.
Citizens who wish to take advantage of these quotas must apply to the
school directorates, presenting a certificate issued by the Grand Consulate
involved, proving that they are working abroad.
The Ministry of National Education has prepared new education programs
in relation to the Turkish Language and Turkish Culture courses given
abroad, and these programs have been acknowledged with the decision
no 388 dated 23.10.2000. In that context, efforts are maintained to
prepare course books for use in Germany.
Apart from these, another problem of the children in Germany is that
they attend a school designated as 'Sonderschule' for children who have
learning difficulties. The percentage of Turkish students in such schools
is 7. The reason why this percentage is so high is that the children
do not know the language. In order to solve this problem, the children
must attend Pre-primary education. Our representatives abroad are making
the required efforts to ensure that families send their children to
nurseries.A protocol has been signed on 03.11.1999 between the Ministry
of National Education and the Anatolia University in order to provide
our citizens abroad, especially those who live in Western Europe but
have not completed their education for some reason, with the opportunity
to complete primary and secondary education by means of distance education.
As per this protocol, open primary education and open secondary education
in the academic year 2000-2001 are being provided in Cologne, Hamburg,
Frankfurt, Munich, Berlin and Stuttgart where the share of the Turkish
population in respect to the total population is substantial.
5.1.2. Teachers to be Commissioned Abroad
In order to achieve the desired outcome in the education of the children
of our citizens living abroad, teachers selected by the Inter Ministry
Common Culture Commission are sent abroad. Teachers are also sent to
countries such as Saudi Arabia and Libya to give guidance and perform
inspection services in schools operating under the Ministry of National
Education.
For teachers to be commissioned abroad;
a) they must have at least 5 years of teaching experience, the last
three years of which must have been gained in schools working under
the Ministry of National Education.
b) if graduated from class-teacher training departments or from any
other departments of the higher education institutions, and are currently
employed as class-teachers, they must have had at least a (C) level
in the State Personnel Foreign Language Proficiency Exam (KPDS), or
they must have graduated from the German, French or English departments
of higher education institutions and be currently employed as a class
teacher,
c) branch teachers (except for foreign language branches) must have had
at least a (C) level in the State Personnel Foreign Language Proficiency
Exam (KPDS) in German, French or English (graduates of higher education
institutions giving education in foreign languages do not have to have
a KPDS certificate).
Teachers to be commissioned abroad are selected by the Ministry of Education
after taking two exams, which are called "Professional Qualification"
and "Interview for Representation Capability held by the Inter Ministry
Common Culture Commission".
Teachers who pass the exams and are decided to be employed abroad by the
Inter Ministry Common Culture Commission receive a "Seminar for Preparation
to Working Abroad" given by the Ministry of National Education.
5.1.3. Higher Education Students being Educated Abroad
As per the Law no. 1416 on the Students to be Sent to Foreign Countries,
and the Law no. 4307 amending the article 19 of the Law on the Organization
and Duties of the Ministry of National Education; in order to meet the
instructor requirements of universities and the requirements of other
institutions and organizations for qualified personnel educated abroad,
every year the Ministry of National Education sends students abroad to
receive undergraduate and graduate education with formal scholarships.
In the academic year 2000-2001:
20.400 students (private-public) are being educated abroad, 15.100
of which are in undergraduate programs, 3.200 in graduate programs and
2.100 in doctorate programs.
Of the students being educated abroad, 19.400 have private and 1.000
public status.
Of the students being educated abroad, 74% are in undergraduate programs,
16% in graduate programs and 10% in doctorate programs, and 44% are in
the science area and 56% in the social area.
In the academic year 2000-2001, 3 of the 1.014 students being educated
abroad with formal scholarship are receiving language education, 25 are
in undergraduate, 258 in graduate and 728 in doctorate programs
5.2. EDUCATIONAL RELATIONS WITH THE TURKIC REPUBLICS
In cooperation with our citizens abroad and with the nations that we
share the language and culture with, efforts are made to develop the
Turkish language and to maintain the connection with Turkish culture.
In the academic year 2000-2001;
9 schools currently operational in the Turkic Republic provide education
to 1.099 students, 7 training centers accommodate 2.822 participants
and 213 teachers-directors are employed.
Teachers working in the Turkish of the Turkic Education and Training
Center in Almati give Turkish language courses in secondary schools
and universities in Kazakistan.
12% of the students and 78% of the teachers in the schools in the Turkic
Republics are Turkish.
The Baku Turkish Primary Education School has been opened in the academic
year 2000-2001.
5.2.1. Efforts Directed towards Teachers
A Directive has been put into effect related to the Regulation of Selection,
Employment and Personnel Rights of Directors, Teachers and Other Personnel
to be Employed in the Turkic Republics and the Turkish and related Communities.
During their period of duty, the appointed teachers shall earn $1000
a month, assistant directors $1050 a month and directors $1100 a month,
in addition to the salaries they earn in our country.
Based on the protocol signed with the Turkic Republics and the Permanent
Commission meetings, it has been decided that teachers of the Turkish
nationality be provided with the same opportunities and facilities as
the teachers of these countries.
As of October 2001;
Of the students coming to our country from the Turkic Republics and
the Turkish and related Communities, 0.01% is in secondary education,
9.6% in TÖMER, 6.1% in pregraduate, 68.5% in undergraduate, 12.9% in
graduate and 2.6 in doctorate level.
Of the students being educated in our country; 10.8% are from Azerbaijan,
10.4% from Kazakistan, 12.0% from Kırgızistan, 0.15% from Uzbekistan,
16.0% from Turkmenistan, 22.5% from Asian countries and 28.1% from the
Balkan countries.
