1. TEACHER TRAINING

One of the essential dimensions of the National Education Development Plan is the "YÖK (Higher Education Council) / World Bank Pre-Service Teacher Training Project". The purpose of the work, which was started in 1994, has been revised and expanded in 1996 so as to ensure renovation in the teacher training system.

As a result of the work carried out by the MONE and YÖK in cooperation, under the project, a restructuring has taken place in education faculties.

1.1. RE-ORGANIZATION OF TEACHER TRAINING PROGRAMS OF EDUCATION FACILITIES

The teacher training programs organized for the training of teachers needed in the short- and long-term for the primary and secondary education institutions have been reorganized with the cooperation of the MONE and YÖK, taking the need for teachers arising due to the continuous compulsory eight year education introduced by Law No: 4306 into account.

With the new organization put into practice in the academic year 1998 - 1999; decisions have been taken to have:

  1. Undergraduate education of pre-primary and primary school teachers,
  2. Secondary education teachers;

  • 4 years undergraduate education for Foreign Language, Music, Drawing, Physical Education, Special Education, Computer and Teaching Technologies teachers,
  • Teachers of Science, Maths and Social Fields to have Graduate Degree without thesis (3,5+1,5=5 years) and (4+1,5=5,5 years) options

  1. In order to make use of a teacher in one more than one field, the teachers in primary education schools shall be subject to second major implementation.

 

1.2. CERTIFICATE PROGRAMS

New certificate programs have been started in line with the reorganization in the education faculties under the cooperation of the MONE and YÖK, taking the need for teachers due to implementation of eight-year compulsory primary education in order to reorient the teachers to fields where there is shortage.

Starting from 1997-1998 academic year;

  • Pre-primary education teachers certificate program (29 credit/hour)
  • Primary School (Class) teachers certificate program (33 credit/hour)
  • English teachers certificate program (31 credit/hour)
  • Are being implemented.

    In 1998-1999 academic year, in 34 education faculties certificate programs have been opened.

  • 274 candidate teachers in pre-primary teachers certificate program,
  • 13.086 candidate teachers in Primary School (Class) teachers certificate program,
  • 59 candidate teachers in English teachers certificate program,
  • making up a total of 13.419 participated.

    After the evaluations, pre-primary education teachers certificate program was ended starting from 01.06.2000 and the scope of Primary School (Class) teachers certificate program has been narrowed. Accordingly, in the education faculties;

  • Maths
  • Biology
  • German
  • Science
  • Geography
  • French
  • Physics
  • History
  • Physical Training
  • Chemistry
  • Social Sciences
  •  

    The surplus of graduates from the above departments and graduates of the below majors from education sciences faculty and education science departments of education faculties;

  • Education programs and teaching
  • Assessment and Evaluation in Education
  • Education management and auditing
  • Public Education
  • Education management and planning
  •  

    may apply for primary school (class) teachers certificate program. He certificate program for English teachers continues as it is.

    1.3. ACCREDITATION STUDIES

    A study group has been set up, composing of the representatives of the MONE and the related teacher training higher education institutions for accreditation, which refers to a quality guarantee system enabling each child to be trained by a qualified teacher. This group has carried out its work in the schools of education of METU, Anatolian, Çukurova, Gazi, Dokuz Eylül and Black Sea Technical Universities, which have been selected as pilot institutions.

    1.4. TEACHER PROFICIENCY INDICATORS

    Studies on “Determination of Teacher Proficiency Indicators” by the commissions consisting of related units of MONE and university representatives are continuing. These proficiencies shall be used;

  • In determining the teacher raising policies,
  • In pre-service education of teachers,
  • In selection of teachers,
  • In controlling and assessment of the teacher’s performances,
  • In self-development of teachers,
  • On-the-job training of teachers.

    1.5. NATIONAL EDUCATION ACADEMY

    In the National Education Academy established within YÖK in order to support the programs implemented in higher education institutions raising teachers, to evaluate and to develop these programs and to activate as advisory body in making the decisions of YÖK on teacher training, MONE is represented by General Director of Teacher Training and Education, General Director of Higher Education, General Director of Personnel, Department Head of On-the-job Training and Vice-General Director of Board of Discipline and Education.

    1.6. ENGLISH TEACHERS’ TRAINING PROJECT

    In order to meet the necessity of English teachers, a protocol signed between Eskiţehir Anatolia University and MONE signed on 28.02.2000 put into effect the “English Teachers Training Project”.

    In this context;

  • Starting from year 2000, secondary school graduates participating in the Student Selection Test on Foreign Language (English) and getting points equal to or above 110, may apply to the Undergraduate Program on English Teaching in Anatolia University Faculty of Open Learning.
  • Undergraduate Program on English Teaching shall be initiated in 10 provinces in 2000-2001 academic year. From these provinces, a total of 2.500 students shall be accepted being from Adana - 200, Ankara - 300, Diyarbakır - 75, Erzurum - 75, Eskişehir - 1.000, İstanbul - 350, İzmir - 250, Konya - 100, Sinop - 50, Trabzon - 100. In the following years, if the conditions are found suitable, the application area of the program may be enlarged and number of provinces may be increased.
  • In the first two years of the program, face to face education shall be provided.
  • The works and operations on training- education, examinations and discipline issues of the students definitely enrolled in the program shall be subject to the university within the framework of the law the university is subject to and YÖK legislation whereas the employee discipline issues, works and operations shall be undertaken by MONE in accordance with pertinent laws.
  • The half of education costs shall be paid by the students whereas the other half is paid by MONE.
  • Students entitled to get the two-year English Teaching diploma may be assigned to become assistants to the extent needed in the schools and institutions through payment. Students completing the undergraduate program shall be appointed as English Teachers to the extent needed in accordance with the laws.
  • The guiding teachers participating in face to face education program shall be selected from among the English teachers with at least three years of experience, with scores 70 and above at the Public Personnel Language Test (KPDS) in accordance with their points in the extend needed. When necessary the academicians of higher education institutions raising English teachers shall be benefited from.
  • The guide teachers shall have a 90-hours certificate program in summer months within on-the-job training at Anatolia University.
  • Course fees shall be paid to guide teachers within the academic year by the university up to 10 hours per week.
  • Students admitted in the program shall participate in the application course under the supervision of guide (formatter) teachers.
  • This implementation shall continue for four more years after the number of students enrolled in the Program reaches the level to meet the necessity of MONE for English teachers.
  • In this context, according to the Project;

  • In order to undertake the face to face education programs in 10 provinces, which the implementation shall be made, selection of 88 English teachers to act as guide (formatter) teachers was completed and these teachers participated in the “English Certificate Program” provided by the Open Learning Faculty between 07-26 August 2000.
  • 2.520 students from among those, who scored 110 or above in the Foreign Language Test of ÖSS – 2000, were placed by ÖSYM in the “English Teaching” program opened under the Anatolia University Faculty of Open Learning.
  • 1.7. PRESCHOOL EDUCATION TEACHERS’ TRAINING PROJECT

    It is observed that number of teachers with related majors is low in preschool education. Within the faculties under various universities, there are 28 departments raising preschool education teachers but the 957 teachers to be graduated from these schools in 1999-2000 academic year shall not be sufficient to cover the deficit. For this reason, with the protocol signed between Anatolia University and MONE on 25.01.2000, project for “Raising Teachers for Preschool Education Institutions” was initiated.

    As envisioned in this project, if the students graduated from child development and education departments of vocational high schools for girls get 105 or more points in the university exam, they shall be enrolled in two-year program at Anatolia University, Faculty of Open Learning and at the same time they may be appointed as expert teaching staff without cadre in their domicile according to the legislation. After the two-year education, they can be appointed as expert teaching staff and after undergraduate education as preschool education teacher. Although this project is planned to be implemented for three years, it may be extended in case of necessity.
