2. SCHOLARSHIPS AND CREDITS

2.1. SCHOLARSHIPS BY MONE

Scholarship services are provided to students at 5th, 6th, 7th, and 8th grades of primary education institutions and students of general and vocational technical secondary education institutions.

The scholarship fee provided to students is calculated by multiplying the co-efficient applicable to civil servants’ salaries of 400 scholarship indicator and quarterly payments are done.

In 2000-2001 academic year;

  • Scholarships are provided to 40.3 thousand girls, 65.7 thousand boys totally 106.0 thousand students.
  • 38% of students receiving scholarships is girls and 62 % boys.
  • 49 % of scholarships are provided to primary education students, 51 % to secondary education students.
  • According to distribution of scholarships by quota, 25% consists of teachers’ children, 15% children in need of protection, and 30% children without schools at their place of residence and 30% other students.
  • By the end of 1999, a student is paid 4 million 800 thousand TL monthly. This amount is increased to 6 million 304 thousand by the end of October 2000.

  • According to Law No: 3580, 14.730 students who were enrolled in higher education programs on teacher training within their first five choices are provided with scholarships in 1999-2000 academic year. 5000 scholarships are reserved for 2000-2001 academic year. The monthly scholarship fee is increased to 25 million from 16 million starting from January 1, 2000.
  • 5.350 students educated in primary and secondary education schools under MONE with weak financial conditions are provided with education scholarships of no return by National Education Foundation.
  • The scholarship fee provided by National Education Foundation to primary and secondary education students is 6 million, to higher education students is 15 million.
  • From the children of MONE members, 2.829 students receive scholarships of no return from National Education foundation.
  • Children of 30 martyred teachers at private education schools under National Education Foundation are provided with free education. .

2.2. CREDITS PROVIDED BY HIGHER EDUCATION CREDIT AND PENSIONS INSTITUTE

The monthly credit amounts provided to higher education students and credit allocation quotas are increased every year so as to provide more students with this service within the budget.

2.2.1. Education Credit

In 2000-2001 academic year;

  • 273.1 thousand pre-undergraduate - undergraduate, 1.308 graduate and 256 Ph.D. totally 274.6 thousand students are paid education credits.
  • 283.227 pre-undergraduate - undergraduate, 1.356 graduate and 78 Ph.D. students have applied for education credits; 123.000 pre-undergraduate - undergraduate, 1.000 graduate and 100 Ph.D. students totally 124.100 students are planned to be allocated with education credits.
  • 99% of students receiving scholarships from YURT-KUR consists of pre-undergraduate – undergraduate students. When compared with the last year, in the number of students receiving credit an increase of 15% in pre-undergraduate – undergraduate students, 36.8% in graduate students and 8.9 % in Ph.D. students.
  • Starting from October1, 2000, the monthly education credit amount is increased by 70% when compared to last year and 25 million TL to pre-undergraduate – undergraduate students, 50 million TL to graduate students and 75 million TL to Ph.D. students are paid. Starting from January 1 2001, 30 million to pre-undergraduate – undergraduate students, 60 million to graduate students and 90 million to Ph.D. students shall be paid.

2.2.2. Contribution Credit

By 09.11.2000; 247.295 students are receiving contribution credits. 259.142 students have applied for contribution credits and after the ones not suitable to receive such credits are deducted, 159.344 students were provided with contribution credits. 33 trillion 500 billion TL allowances is reserved for contribution credit payments.
