1.5.1. Expenses ReBuilding – Construction Expensesalized with the Income from Contribution Share for Education

1.5.1.1. Building – Construction Expenses

For building – construction - extensive renovations, between 18.08.1997-10.11.2000, in 1997, 7.1 trillion TL, in 1998, 131.4 trillion TL, in 1999, 231.5 trillion TL and until November 10, 2000 within the year 2000, 163.5 trillion TL totaling up to 563.6 trillion TL was spent.

Building – construction and extensive renovation expenses consist of both provincial construction expenses and expenses for schools that were bid from the center. 158.3 trillion of 533,6 trillion TL was spent for centrally bid schools.

1.5.1.2. Bussed Education Expenses

For bussed primary education, between 18.08.1997-10.11.2000, 132.5 trillion was used. When the distribution of total expenditure by years is examined; in the last four months of 1997, 3.6 trillion TL, in 1998, 18.6 trillion TL, in 1999, 40.3 trillion TL and in 2000, (until 10 November 2000) 70 trillion was spent.

1.5.1.3. Furnishing Expenses

For furnishing of primary education schools, between 18.08.1997-10.11.2000, 84.6 trillion TL was spent. In 1997, no expenditure was made for furnishing from the contribution share income. In 1998, 7.8 trillion TL, in 1999, 37.5 trillion TL and in the first ten months of 2000, 38 trillion TL was spent.

1.5.1.4. Nationalization Expenses

For nationalization, between 18.08.1997-10.11.2000, from the contribution share for education incomes, 36.3 trillion TL was used. In 1998, 14.1 trillion TL, in 1999, 7 trillion TL and in the first ten months of 2000, 15.2 trillion TL was used for nationalization.

1.5.1.5. Publication and Distribution Expenses

For publication of books and their distribution, between 18.08.1997-10.11.2000, 11.5 trillion TL was spent. In 1998, 1.5 trillion TL, in 1999, 4.9 trillion TL and in 2000, 5 trillion TL was spent for publication and distribution of textbooks to students in rural areas free of charge .

1.5.1.6. Preliminary Works

For preliminary works, between 18.08.1997-10.11.2000, in 1998, 250 billion TL, in 1999, 115.9 billion TL and in 2000, 84.1 billion TL totaling up to 450 billion TL was spent.

1.5.1.7. Repayment of Loans (Marmara Earthquake Education Emergency Recovery Program)

Under “Marmara Earthquake Education Emergency Recovery Program”, an implementation unit was formed within MONE. The payments for Marmara Earthquake Education Emergency Recovery Program shall be made from Basic Education Program, the taxes, duties and fees accrued, VAT and announcement costs of domestic and international bidding shall be paid by the incomes derived through Law No: 4306.

In this context, the books, stationery, clothing, food costs of students at the age of primary and secondary education who suffered from the earthquake and the transportation costs of students and teachers who had to be enrolled in another school due to the earthquake were met within this program totaling up to 193,6 billion TL.

1. 6. PRIMARY EDUCATION INVESTMENTS

New primary education projects that could answer the necessities of future and changing and developing education system, in accordance with the construction technology, that could facilitate the realization of aims of new primary education, suitable with the features of the land, environmental and climate conditions were prepared.

In the necessity programs arranged as basis for projects by MONE; the education programs of primary education schools of different size and capacity were considered taking into account all the functions necessitated in schools, the properties of locations necessitated by these functions for the relation between these locations, and the features of different age groups and users in the same school.

Due to the innovation introduced by eight-year compulsory education, in realizing the physical capacity necessitated by the end of 2000, it was aimed to use these new buildings as centers of “continuous education” and “public learning”. At the new schools, there are conference and sports halls, multi-purpose halls, classrooms, laboratories, personal desks, teacher rooms, ateliers, and several other facilities, which change the quality of education significantly.

1.6.1. Completely Constructed in Primary Education

With the compulsory education period to become eight years, as a result of the decisions taken to provide education in contemporary standards, with the purpose of reaching the targets determined in VIIth Five-Year Development Plan and Catching up with the Era in Education Project 2000, in 1997, three infrastructure investments were planned. The resources necessary for these investments shall be extensively provided by the incomes derived through Law No: 4306. Furthermore, incomes of Law No: 222, World Bank Loan, donations and assistance shall also be used for primary education investments.

According to targets of the plan, it was determined that 147.326 classrooms were necessary in order to decrease the student population in classrooms to 30 by year 2000. In 1997, 12.103, in 1998, 21.620, in 1999, 26.745 and in 2000, 13.234 classrooms totaling up to 73.702 classrooms were completely constructed, and 10.141 classrooms are still being constructed. Accordingly, in the last four years 83.843 classrooms are constructed or about to be completed whereas construction of 63.483 new classrooms is still necessary.

In 2000, state, charity organizations and individuals and with the cooperation of charitable individuals with the state, 80 preschools, 358 primary education schools, 37 YİBO and 9 PİO totaling up to 484 schools and 7.545 new classrooms in 918 schools were completed increasing the number of constructed classrooms to 13.234.

In 2000, state, charity organizations and individuals and with the cooperation of state and charitable individuals, 35 pensions with 13.300 capacity, 996 renovations, 20 sports halls and lodging with 569 flats were constructed.

In 2001, state, charity organizations and individuals, state-charitable individuals,central biddings and İMKB shall also realize construction of ;

  • 12 pre-primary education schools, 324 primary education schools, 41 YİBO and 5 PİO totaling up to 382 schools; 508 additional classrooms in 47 schools totaling up to 10.141 classrooms.
  • 60 dormitories with 23.372 capacity, 314 sports halls and 746 flats for lodging totaling up to 1.120, furthermore renovation of 6 schools and institutions.

Developing technology and accompanying opportunities have changed the old school understanding. For this reason, MONE aims to use the schools renovated in terms of both architecture and management and facilities as public training centers open to public where social, cultural and sportive activities are realized. 343 primary education schools with 10.068 classrooms in service in 1999, constructed by central bidding reflect this understanding. In year 2000, 241 primary education schools of the same quality were begun to be constructed.
