1.4. REGIONAL BOARDING PRIMARY EDUCATION SCHOOLS (YİBO)
AND BOARDING PRIMARY EDUCATION SCHOOLS (PİO)

In accordance with the provisions of Article 25 in Basic Education Law No: 1739 and Article 9 in Primary Education and Education Law No: 222, boarding schools are being opened in scarcely populated areas for providing primary education services to the age group in villages and sub-village settlements that do not have schools, and students from poor families as well.

Although compulsory primary education was imposed with Law No: 4306;

  • The student capacity in YİBOs has increased by 0.7 and student capacity in PİOs by 1.9.
  • The number of YİBO has increased by 0.8, PİO by 6.2.

1.4.1. YİBO and PİOs According to Regions

In order to provide primary education services to age population and children of poor families at village and sub-village settlement units in rural areas without schools, construction of boarding primary education schools has gained momentum. The expenses of students enrolled in these schools are met by the state.

In 2000-2001 academic year, the region with the highest number of YİBO is East Anatolia and the region with the highest number of PİO is Black Sea Region.

1.4.2. Improvement Works for YİBO and PİOs

In terms of quality and quantity, works to provide students with education and training suitable with the necessities of the era, physical and emotional development of students and to prepare the students to life and upper education institutions through YİBO and PİOs are ongoing decisively. As a result, in these education institutions, in order to catch up with the quality in education, to increase the success of the student, to increase the proficiency of the teachers and other personnel, to develop their professional abilities, to use the resources more effectively and efficiently, to use contemporary technology in education, implementation of School Development Model was initiated in YİBO and PİOs.

1.5. CONTRIBUTION SHARE FOR EDUCATION

With Provisional Article 1 of Law No: 4306, it is envisioned to collect contribution share for education on some papers and transactions in order to be used for eight year primary education expenses.

Contribution share for education incomes have been raised with the decision of Council of Ministers dated 03.03.1999 numbered 12481. Accordingly, there has been a change of 0,5 - 3 times in Paragraph A, Sub-paragraphs 1, 3, 4, 5 and 7 whereas the amounts collected through Sub-paragraphs 2 and 9 have not been changed. Furthermore, education, youth, sports services tax ratio has been increased from 10% to 15%.

The contribution shares for education provided through Law No: 4306 are kept in state accounts and their special allocation and special income records are kept by the Ministry of Finance. The developments in implementation of contribution share for education between 18 August 1997-10 November 2000 are as follows.

It is expected that the contribution share for education collected in accordance with Provisional Article 1 of Law No: 4306 are to be declared and paid until the 20th day COB of the following month. The income derived by this way was realized as 970,8 trillion at central accountancy directorate’s accounts by 10 November 2000.

In accordance with Paragraph (F) of Provisional Article 1 in Law No: 4306 on collection of contribution share for education, the realization and utilization of contribution share for education in donations and loans aiming to meet eight-year primary education expenses shall be audited by the auditors of Ministry of Finance and MONE every six months. Until now, 5 audits have been done and the auditing reports were disclosed to public as a whole through printed media.
