NATIONAL EDUCATION AT THE BEGINNING OF 2001

1. COMPULSORY EDUCATION

Education is generally described as the process of change in behaviors of individuals. Every child, youngster and adult must have the chance to benefit from education opportunities designed to meet his/her education needs.

Compulsory education is considered as the most crucial part of formal education. It requires that the individual shall receive education for a certain period of time during certain intervals. Compulsory education is a legal expression under which the individual would receive education in the mentioned education institutions until a certain age.

In Basic Primary Education and Education Act No: 222 “primary education is described as the compulsory basic education for every citizen.” The “basic education” concept used in National Education Act No: 1739 has been changed as “primary education” and in Article 42 of Constitution of Republic of Turkey obliges minimum and basic level of education for everyone by stating “primary education is compulsory for all citizens regardless of sex and free of charge at public schools.

Various steps have been taken in our country for developments and innovations in education. Although these are significant developments in history of education, Law No: 4306 published in the Official Gazette dated 18 August 1997, numbered 23084 is the greatest of all these steps. This law changed the structure and operation of primary education institutions such as;

  • The primary education institutions shall comprise of eight-year schools, non-stop education shall be provided by these schools and primary education diplomas shall be given to graduates of such schools,
  • The terms “primary school” and “lower secondary school” used together or separately in Laws numbered 222, 1739 and 3308 to be changed as “primary education school”,
  • The students who are enrolled in secondary education schools in 6th,7th and 8th grades of primary education and students at apprenticeship training centers shall complete their education at these institutions and no student shall be admitted in these grades starting from 1997-1998 academic year,
  • At schools teaching some courses in English, the students succeeding at preparatory classes and students entitled for admission in 1997-1998 academic year shall complete their compulsory education at these schools,
  • The national education system shall be arranged so as to guide students according to their capacities, abilities and interests, implementation of preparatory classes at secondary education institutions to realize this aim,
  • To provide introductory information to students at the second term of the last semester of primary education about the professions that could be attained through enrolment in schools and programs within secondary education and the life standards provided by these professions, to help them in proper selection of such professions by guidance services,
  • To train candidate apprentices at work places in order to provide a profession to graduates of primary schools until the apprenticeship period, to be 14 in order to become an apprentice and to be at least primary school graduate,
  • To deduct education contribution share from some papers and transactions in order to be used in eight-year primary education expenses from 01.09.1997 to 31.12.2000.
  • Towards these ends, the period of compulsory education has been extended to eight years as of 1997-1998 Academic Year, through Act No: 4306. The Project for Catching Up The Age Year 2000 was put into effect in the days that followed approval of Act No: 4306, aiming to establish a contemporary system of education.

    The Project sets forth the objectives stated below:

  • Achieving 100 percent enrolment rate.
  • Gradual termination of multi-grade education.
  • Reducing classroom population to 30.
  • Transition from double session to full-day education.
  • Increasing quality in primary education.
  • The policies to be implemented for achieving those objectives have been determined as follows:

  • Increasing the number of school buildings and classrooms.
  • Expanding the bussing system.
  • Increasing the boarding capacity at the YÝBOs and PÝOs.
  • Providing the education needs of poor students.
  • Providing the physical infrastructure at schools compatible with contemporary criteria.
  • Providing the schools with equipment and materials suitable with contemporary requirements.
  • Planning has been undertaken, in accordance with the objectives and policies that have been determined and in view of the rate of increase in the number of students, facilities, equipment, bussing system, regional primary boarding schools, boarding primary schools and education materials.

    1.1. INCREASES IN THE NUMBER OF STUDENTS

    In the year 2000-2001, excluding the students in open primary education, there has been an increase of 373.953 in the number of students when compared with the previous year.

    Although this increase was 4% throughout Turkey, the figures were as follows for some other locations;

    Van 15 %

    Diyarbakýr and Kocaeli 10%

    Hakkari 13.2%

    Mardin 9%

    Þýrnak and Bitlis 13%

    Sakarya 8 %


    1.2. CURRICULUM FOR PRIMARY EDUCATION

    The courses and terms of these courses in primary education schools, education programs, course books were re-arranged together with the eight-year primary education.

    1.2.1 Courses

    In 1998-1999 academic year;

  • 1st, 2nd and 3rd grades “Individual and Collective Activities”
  • 4th and 5th grades Foreign Language ( English, German, French)
  • 6th and 8th grades “Traffic and First Aid Education”
  • 7th and 8th grades “Civil And Human Rights Education”
  • 4-8th grades Elective courses
  • were began to be implemented. The courses named “National History” and “National Geography” were joined under the name “Social Sciences” .

    1.2.2. Course Programs

    In 1998-1999 academic year;

  • 1st –3rd grade Life Sciences
  • 1st –8th grade Turkish and Writing
  • 4th -7th grade Social Sciences
  • 4th and 5th grade Foreign Language (English, German, French)
  • 6th and 8th grade Traffic and First-Aid
  • 7th and 8th grade Civil and Human Rights
  • 4th – 8th grade elective courses ( II. Foreign Language, Computer, Speech and Writing, Drama, Agriculture, Tourism and Local Handicrafts)
  • In 1999-2000 academic year;

  • 4th – 8th grade foreign language (Italian)
  • 6th - 8th grade second foreign language (German)
  • In 2000-2001 academic year;

  • 4th – 8th grade Science
  • 4th – 8th grade Religion and Moral Codes
  • Such course programs were begun to be implemented.

    Furthermore, in 2000-2001 academic year;

  • Pre-primary education institutions fulfilling certain conditions and children of 5 and 6 years age group requesting foreign language education at primary education schools and students at 1.,2. and 3rd grades of primary education schools shall be involved in foreign language education activities and students at 6. ,7.and 8. grades of primary education schools shall be able to have Science courses and laboratory works in a foreign language with the new implementation.
  • Development of Religious and Moral Code course programs for Primary Education was dealt with as a whole system. This process was prepared in cooperation with religious faculties and relevant scientific institutions to the extent possible and the mentioned education programs were prepared in line with the new understanding in the field of program development.
  • 1.2. 3. Teaching Materials

    The teaching materials that shall be used in 1999-2000 academic year was prepared by taking the students as focus, based on Atatürk’s ideology in terms of quality and quantity, so as to provide contemporary, scientific knowledge and experience, away from memorizing and promoting active learning for the students.

    These materials comprise of textbooks for students, workbooks for students and guidebooks for teachers.

    “Effective Teaching and Learning Hand Book for Teachers at Primary Education” was prepared in 12 modules in accordance with the protocol signed between Faculty of Education - Süleyman Demirel University in Burdur and MONE.

  • The prepared teaching materials were introduced to 3.000 primary education inspectors who have participated the “active learning and utilization of teaching materials seminar” and 40.000 brochures were distributed to schools for introducing the textbooks to all teachers and directors at primary education schools.

    Furthermore, the training set of “Teachers’ Handbook for Effective Teaching and Learning at Primary Education” was planned to be distributed in two to every primary education school in Turkey with the consent of the World Bank, the technical aspects were prepared for distribution and its printing is at the stage of bidding.

    The following books that could guide the teachers in education-training methods, implementation and evaluation such as;

  • Turkish Teaching,
  • Science Teaching,
  • Maths Teaching,
  • Foreign Language Teaching at Primary Education Schools,
  • Life Sciences Teaching,
  •  

    were distributed free of charge to all primary education schools, primary education inspectors, teacher hostels, and libraries of provincial and district national education directorates.

    For the children from low-income families;

    Textbooks were distributed free of charge in 1999-2000 academic year totaling up to 8 trillion 697 billion TL and in 2000-2001 academic year 5 trillion TL.
