2.2. PROVINCIAL ORGANIZATION
At every province, there exists the provincial national education directorate
and at every district excluding the centre district, there exists the
national education directorate at district level. The national education
directors in districts are responsible towards the provincial national
education directors in terms of duties and services. They shall undertake
education services on the basis of province and district.
Provincial and district directorates shall consist of branches, bureaus,
permanent boards and commissions according to the characteristics of the
service.
Main duties of educational directorates are as follows:
- Administrative services
- Personnel services
- Education – training services
- Budget – investment services
- Research – planning – statistics services
- Inspection – guidance – investigation services
- Civil defence services

according to the number of staff as national education director of the
province or district.

national education deputy directors, national education deputy director
and department heads may be assigned to be responsible from service units
defined by the Regulation on National Education Directorates.

3. DUTIES OF THE MINISTRY OF NATIONAL EDUCATION
On behalf of the State, the Ministry of National Education is charged
with the pursuit of the goals of Turkish National Education in line with
the above basic principles.
The main duties of the Ministry of National Education according to Law
No: 3797 are:
- To plan, program, conduct, monitor and supervise all education and
training services for the teachers and students of the education institutions
at all levels that are affiliated to the Ministry, with a view to raising
citizens who are committed to the principles and reforms of Atatürk
and to the nationalism of Atatürk as expressed in the Constitution,
who adopt, protect and promote the national, moral, spiritual, historical
and cultural values of the Turkish nation, who love and always seek
to exalt their family, country and nation, who know their duties and
responsibilities towards the Republic of Turkey which is a democratic,
secular and social state governed by the rule of law, founded on human
rights and on the tenets laid down in the preamble to the Constitution,
and who have internalized these in their behavior,
- To open pre-school, primary education, secondary education and all
types of formal and non-formal training institutions and to allow education
institutions, except higher education, to be opened by other ministry
institutions and organizations,
- To organize and conduct the services related to education and training
abroad for Turkish citizens,
- To determine the degrees of equivalency for formal and non-formal
training institutions, except higher education, opened by other ministries,
institutions and organizations and to prepare jointly and approve their
programs and regulations,
- To cooperate in determining the programs, the regulations and the
degrees of equivalency of the secondary education institutions affiliated
to the Turkish Armed Forces,
- To carry out the duties and responsibilities assigned by the Higher
Education Law to the Ministry in order to ensure that higher education
is conducted within the integrity of national education policy,
- To conduct the services related to physical education, sports and
scouts’ training at schools,
- To meet the accommodation and food needs of young people in higher
education and ensure that they are financially
