1.EUROPEAN UNION MEMBERSHIP CANDIDACY The legal basis of Turkey – EU relations is the added protocol which is an indispensable part of the partnership document enforced in 1973 with the Ankara Partnership Agreement of 1963 envisioning the full membership of Turkey as the final target. Turkey was accepted as candidate country with unanimous vote in Europe State and Government Leaders’ Summit in Helsinki on 10-11 December 1999. 1.1. HARMONIZATION WITH EU LEGISLATION “Harmony with Legislation” works undertaken in the context of Turkey – EU relations have been based on harmonizing the issues in fields of Customs Union in Turkey with EU policies and arrangements for a long time. The two Circulars issued by the Prime Ministry in this framework have determined a harmonization work program covering the years from 1998 to 2000. Through the aforementioned circulars, with the purpose of developing Turkey – EU relations, the legislation harmonization works within the program also cover the field of education. Works in this period implied scanning both the EU and MONE legislation and determining the common and different points. With our country gaining the status of candidate member, such works gained momentum and MONE started a detailed work. With the approval of the Minister, on projects undertaken with EU and Union’s activity programs within MONE;
were established. A common directive defining the duties, mandates and liabilities of EU Education Research and Development Board was prepared. Works on training of the MONE personnel For raising the personnel to undertake the activities related to EU appropriately in Turkey and abroad, with the coordination of State Planning Organization (SPO) General Directorate of EU Relations, Basic and Advanced programs are implemented in Ankara University European Community Research and Application Center (ATAUM) and foreign language programs in Ankara University TÖMER Language Training Center. These programs have been organized twice every year in three-monthly periods since 1988. MONE and the rest meet 60% of the costs by SPO. 72 persons have participated these programs from MONE until now. This year for the fall semester, 8 persons shall participate in advanced training courses, 8 in basic training and 7 in foreign language courses. Personnel of MONE can also benefit from the Jean Monnet scholarships provided by EU for our country with the purpose of contributing to research and training, to the relations between EU and Turkey and to harmonization process with EU. The selection of candidates is done through a written and an oral examination. All the expenses of candidates attaining this scholarship are met by the EU. The scholarship is for one year. Within Jean Monnet scholarships, there are two persons from the MONE to get education in EU countries.
